Somaliland President Muse Bihi Abdi, on Friday, issued 3 decrees about the upcoming Presidential Election. The election will be held on the 13th November 2024. Ruling Kulmiye party led by President Muse Bihi Abdi is one of the 3 main parties contesting the election. Waddi Party led by Abri Rahman is main challenger to Kulmiye. Faisal Ali Warabe’s UCID is the third main party contesting the delayed presidential election.
These decrees issued by Somaliland President Muse Bidi Abi are aimed at ensuring a fair, transparent, and secure election process.
Decree 1: Equal Access to Government Media and Public Venues
This decree is directed to the Ministry of Information and the Ministry of Interior. It mandates that all political parties and organizations must be granted equal and fair access to state media outlets for their campaigns. It also ensures equal access to public spaces and venues for rallies and campaign events, while emphasizing the importance of maintaining security for the public and political leaders during these gatherings.
Decree 2: Prohibition of Use of Public Resources and Government Employees for Campaigning
This decree is aimed at government ministers and independent agencies. It strictly prohibits the use of public resources, including government vehicles, facilities, and staff, for campaigning purposes. It also forbids the participation of government employees and security forces in campaign activities. Any violations of these rules will result in legal action against the responsible parties.
Decree 3: Support for the SL National Electoral Commission (SLNEC)
This directive requires government institutions to fully cooperate with and assist the National Electoral Commission in the smooth running of the elections. It specifically calls on the Ministry of Interior and security forces to help ensure the safety and security of the election process, particularly during campaign events and on election day.
Somaliland is internationally recognized part of Somalia. But it wants international recognition as a country. It has been existing as a separate entity. It is in talks with several countries for recognition. Somaliland is knowing for conducting the most democratic and transparent election in the horn of Africa.
